Since this day and age is all about presentation and hooking people that way - its best if you come up with a plan and design yourself and then source someone with skills to actually implement it.

Using a WYSIWYG when you don't have time to learn isn't the greatest way of making something "professional."

But to answer your question - Dreamweaver and/or Contribute would probably the best option, Contribute more so for the user who doesn't "get" html/css/java etc to begin with.
