I'm not sure about PF so I'll skip that.
I think your flop c/r is fine given your read but it's too small. You are almost giving him the correct odds to draw.

Having c/r the flop you have signaled that you like your hand so I think there is too much chance that a turn attempt at c/r will usually meet in a check behind from anyone drawing.

Now is the time to bet out and let him pay to draw.
