Default 200nl 9ts flops a pair in a reraised pot on a drwy board

villian is 27/23/2.7 over 150
What is the best way to approach a flop like this bet/call ck/fold, ck/call, or ck raise. He snap called the reraise which idicates to me he probebly didn't consider 4 betting pre.
