Of course 100 max buy in limits the pot. Try sitting down at a newly formed table with 100 buy-in and see if you can get a pot larger than $1000. In July, they tried offering poker games without limits to buy-ins and the pari-mutuels cried foul and they stopped offering it. The intent is pretty clear to me and that is the Seminoles must play by the same rules that the pari-mutuel cardrooms play by so they do not have an unfair advantage.
Also, you would think the Seminoles would push more for 24 hour cardrooms and not give a crap about the buy-in rule. They make the same drop with a $20,000 pot as they do with a $50 pot. However, shutting down for 12 hours per day will cut their income in half and end their largest competitive advantage.
