Uh...there is more than one guy behind him in the hand. I am assuming that is why he didn't just open-shove. If only the villain were to act behind him, this would be an easy open shove. With however many BBs OP has, I think raising with the intention of calling a shove from shorty and folding to the rest is fine...for a typical micro-stakes donkament.
