What was done is called a utility locate. Someone is going to dig in your area and needs to know where NOT to dig. The flags don't have the names of the company that did the locate because it's done by a third party, and the people doing the site work don't care who put the flags there. All they need to know is what is where. Don't put the flags back in because it's guaranteed that you'll place them in the wrong location and end up getting a phone line cut at the least, and rupture a natural gas line at worst.

It was very ignorant on your part as a homeowner to not know what these flags mean especially when they say on them what they are.

And yes, if you call your local utility company (the company that you pay for electricity/gas), they will know why there was a utility locate done at your house.
