Although your number ranking is supposed to be the true indication of your skill, Bungie developed the EXP/Military style ranking system in order to allow the less skilled players an opportunity to advance through at least one ranking system (it was also intended to discourage cheating, but given the fact that a lot of kids have a lot of free time and are ignorant/self serving [censored], I doubt it'll last long).
