Any objections? Also, can someone cancel out there scumbag points if they donate a lot of money to charity and/or do something for mankind or once you are a scumbag you can't cancel out scumbag points?

How about we just use a little common sense and realize that your friend cheated, and his character took a hit because of it. He's young, there's a lot of time to prove he's changed his ways. But he can't be given a free pass just because he stole money from people online. It doesn't work like that.
