Never seen this situation so not sure what the correct procedure would be. I'd leave the burn card down and reshuffle the exposed card and the two unexposed cards, complete the action, then deal a new flop without burning a card. There is no way I would allow the exposed card to play with incomplete action without that card being reshuffled.
