yes, some people are terrible at bankroll management and don't recognize when they might not have a very large edge.
They risk far more than they should and eventually lose everything.
Blaming the legislation for such gambling-tilt and lack of discipline is silly. It's true that if the games were fishier he would have had a better shot of hitting an awesome rush at the higher stakes games and building his roll up to awesome levels.
But obviously this guy really has only himself to blame for his inability to resist the temptation to gamble it up. This is not uncommon among undisciplined poker-players of course.
