Default 2/4 Turn play? TP & combo draw

Just want to clarify if I should be betting this sort of turn. I have more or less been going by the dictum TP + gd flush drw = bet/call all in. Would like some clarification that that is indeed the way to play this?

Villain in this spot is 44/12/1.1 over 60 hands. He has all the makings of a buddy. Although would like some insight not into just this villain but this situation in general.
