It's a cheap way of getting out of explaining something that might be hard to verbalize.
I imagine Tarentino had him confess partly to up the drama and "mess" of the situation. It also released the emotional tension generated by the fact that Mr. White was sticking up for Mr. Orange so vehemently when he was in fact a cop. Mr. Orange felt guilty about this and wanted to get it off his chest. That's the way I saw it.
