I don't see a problem. When I am UTG I annouce straddle and put in 2BB before the dealer starts dealing. When the action is on me I announce it again. If you are at the table and missed both times I announced straddle, well then perhaps your mind is elsewhere.
Besides, anyone who limps for 1BB can simply be told that there is a live straddle (for the third time) and either call or take back the limp.
Personally, I feel the dealer announcing live straddle is just a nice option. He doesn't declare the amount of a bet or raise every single time around the table. He should expect the players to pay attention.
