i would say the only scare cards are Q and J (as KQ/KJ are likely holdings)
i wouldnt say that a T or 9 coming on the turn would be a scare card (does he really donk pot w/ AT/JT?) the only hands that T & 9 would help would be hands that already have us beat.

i think by calling and underrepping our hand, we get value on later streets out of a lot of hands that we beat. whereas a raise on the flop will allow him to get away from hands we beat, and build a pot w/ hands that beat us.
