Looking at my database (about 150k HU hands) the bottom 10% or so are performing fairly borderline for me, but I'm ok with borderline results since I can leverage information from break-even hands in other hands for gains. At smaller limits I would certainly consider running a bit tighter. The rake has a really big impact at these limits, and your expectation per hand is going to be affected. If you're a smaller winner or just starting out you'll also want to get a bit tighter on account of that. So anywhere around the top 85-90% in the BB sounds about right. Also, considering the rake, one thing to keep in mind is that you can still "win" at these limits and still lose money. You can't be just beating your opponents to show a big win-rate here, you have to be eviscerating them.
