well it seems unlikely he has 2pair or a worse set. This river is very unlikely to have improved him, and it's not a scare card at all, so I think it is very unlikely that he is making this somewhat small raise as a bluff.
I don't like folding sets but I srsly doubt that you're ahead often enough here.
