The leaders of China are communists. Communists hate capitalists and other free people, but love money that they can use to further the power of communism.
So they devised a brilliant plan. They allow some capitalism to exist in China to make themselves some money. But they convert that domestic capitalism to support their plan to poison the children of foreigners (toys with lead) to help advance the cause of communism.
Win - Win for the communists.
