Default NL re-raise rule

It got boned at our casino tonight. 1/2 NL. Dude leads for $40, MP goes all-in for $77, CO calls $77, Dude re-raises to $150, CO goes WTF?!?!

Floor rules that since the raise was more than half the original bet, Dude is allowed to re-raise.

Ai yi yi.


Anyway...I was trying to figure out the origin/purpose of this rule in NL. Is it to prevent collusion?
