These are not rulings. Anything where there is potential for disagreement the dealer does not have an opinion or anything to say about it. The dealer has to stay there for the rest of the down. In some jurisdictions it is illega for the dealer to make a decision.

Okay, fair enough.

But in OP, I would think that the dealer could have at least made an initial ruling as to whether Player 3 made a call or was just counting out chips and still deciding.

The OP didn't make it clear what role dealer played in this and I'm just saying dealer should have at least made some sort of statement before floor is called.
