Except, it's never nice to find something of yours broken, regardless of value. In a situation like this, if I expect the other person will be home before I am I would leave a note. That's common courtesy. Also, if I am going to be away from home and I think the person is going to want to use the filter that night, I pick one up on the way home.
I then say, "hey, can we find a better storage place for this new filter than the refrigerator door since I tend to snatch it open and have things fall out?"
It's not about right and wrong or who is to blame, it's about being a reasonably thoughtful roommate, which makes things so much easier in a living situation.
