This does seem to be a rather simple solution, if possible for you. You say it's silly because it's simply a matter of changing the "order of operations", so to speak. This allows you to change it.

That being said, if you're a long-term customer who hasn't had any sketchy transfers in the past, I might have thought they'd be willing to be a little flexible. The overall policy is understandable though, and if they intend to stick by it no matter what, the transfer out and back in after your cashout does seem sensible.
