This is really read dependent IMO. Difficult for me to give some advice with reads here.
In general my impression is that a guy raising 4xBB in this spot is trying to make it easier for him to call an all-in and a 3xBB indicates the still want to have the option of folding without commiting to many chips. As mantioned, this is very general!
