Kinda. His writings have always struck me as a capital L Libertarian. As the previous post mentioned, he had a huge distaste for government but felt it was necessary, albiet in a minimum form. I'd say "revolutionary" is a far more appropriate term. While that hypocrite, Jefferson, made this quote, it surely wishes it came from Paine's mind:

"The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants"
