Although saying "he has sleep apnea" is obviously too strong, I agree that it might be something he should look into further. Lots of people confusing apnea for snoring, or don't really get what it is.
All of this is only more reason to go to a doctor, who will likely send you to a sleep lab, and figure things out.
The "lazy man's cure" pretty much never works for anything. Except opening locked briefcases.
