Fold. Against a strong flush draw you are not really ahead, and you cannot improve because you have the Ace of clubs. Against a set, you have a big problem and are way behind.
He could have a very strong draw, a very strong hit, or a medium hand.
It is true that he does not know you have aces but he could also be afraid of AcKc and instant push because he is afraid of your hand (AcKc or AcQc or AK) and wants to protect his hand that is obviously stronger than your hand at this point in time...
