Bet more (pot) on flop - it's a very drawing board (and as you said yourself you shouldn't vary your pf raise).
If he calls, I'd probably pot the turn as well (and fold to a raise). If he STILL calls river is presumably a c/f (or if you _really_ want to see a showdown just to know wtf he had, bet half-pot and hope for just a call
