Agree that less than a full raise for all-in does not re-open betting for anybody who had called the full bet before the all-in. If the bet truly was 7 and UTG had only called 3 so far, then UTG could raise.

Hoowever, psandman's requirements for what re-opens betting and what the next bet would be does not hold true for all rooms. In ours, even if it's all-in for 2/3 of the bet it doesn't re-open. If betting is still live, the next person can only complete up to the next full bet, not raise a full bet on top of the all-in. These requirements vary by room, so you should clarify with the floor.
