When I get big pockets I want to hit the flop having narrowed down the opponents' range as well as having built a bigger pot than say AQ AT-s etc. Raising bigger PF achieves both objectives. In this case, small pockets wouldn't call your big PF raise OOP.

Most people make standard PF raises to avoid being 'readable', while at the same time don't get a good read on their opponents. If you vary PF raises intelligently enough(depending on position/hand/opponents/your own image), it makes flop play easier because you know better what they've got.
