A player with those stats is raising UTG pf with AA and KK maybe AKs, or QQ but probably not. I probably fold this preflop since you're playing the flop oop with a player who is going to cbet about 100% of the time and your hand generally needs to see the turn and river if its going to suck out on villains range(why pp's are better drawing hands than sc's).
