From the VIP line:

Thank you for waiting KotoD, I have checked with the department in charge and according to their details it is considered as a withdraw from the account you take our the money from and considered as a deposit to the account the money is put in.

Although it does not apply for any deposit bonus, since it does not come from a credit card, e-wallet or any of the other deposit methods available.

So they don't count towards bonus and it doesn't seem like they count against MGR, though I am trying to make sure of that.
