Can you think of any other situation where that would be the case? When a player is asked to change tables must move, by request, etc) he usually cannot cash out a portion of the funds, why should this be any different?

TT - In most Los Angeles County spread or fixed buyin games if you request a table change you must start with the fixed buy (or a buyin within the spread). On a must move you must take all chips. If the game breaks you usually have options (i.e., you can chip up or down to the proper buyin or take all your chips).
