This is another solid idea.

I don't really think there are going to be a whole lot of players who reach 900,000 and won't push for elite.

What if the milestone bonuses went something like:

200kVPP=$2,000 $10 per thou
300kVPP=$3,000 $16.67 per thou
400kVPP=$4,000 $22.50 per thou
500kVPP=$5,000 $28 per thou
625kVPP=$5,000 $30.40 per thou
750kVPP=$5,000 $32 per thou
SNE!!! $50.50 per thou!!!

Under this scenario, player of all levels are encouraged to do more.

Once you get passed 800,000VPP, SNE should be attainable so maybe that is enough incentive to keep players in that range going.
