Oceans 11 predates the moratorium by several years. So do the Bicycle, Commerce, Bay 101, Hustler, Normandie, Hawaiian Gardens, Hollywood Park, Diamond Jim's, and
the other hundreds of cardrooms you could name. So none of these is relevant to your case, because you haven't already been running a cardroom.
