I'm guessing that there were eight players at a lot of tables during that event.

If they run out of cards, they deal a community card. Yes, they burn cards in stud games, and they keep them separate from the muck just in case there's a community card. Depending on the exact number of cards left, they may shuffle the burn cards in with the rest of the stub.

If a few people have folded so that shuffling the burns will gives them enough cards, then they will give everyone their own river card.

If fewer people have folded, they'll burn and turn a community card if shuffling the burns won't give them enough cards to give everyone an personal river card.

If no one has folded, they have to shuffle the burns in with the (one-card) stub to deal a community card. In no case is the last card to be dealt.
