I definitely dump this on 4th street. IMO, Seat #7 betting-out on 4th street after calling a completion on 3rd street indicates one of two things:

1. He really likes the T he got on 4th street; or...

2. He really likes his big pocket pair.

Given the T that was folded by Seat #2 on 3rd street and the T you got on 4th street, the T villain got on 4th street couldn't give him anything better than Ts over 3s, but this hand is consistent with the way he played these two streets. Even if he does just have a big pocket pair, you are way behind. There is no point in making a short-stacked tournament player healthy by chasing from way behind with a weak draw.
