Raising AQ UTG is fine especially at lower levels where Villians will call with dominated hands. Raising small pairs from EP is also fine, you are looking to win the pot with a c-bet or make a set against bad villian's top pair/overpair. Usually you will want to fold both to a preflop 3 bet unless you are getting really good implied odds and you are fairly confident that the 3bettor will stack off with top pair or an over pair.
