I don't know much about the rest of the situation in Florida so realize my comments come from that perspective. I assume there is some sort of legal cap on buyins and perhaps blinds.

With a $6/half-hour time charge, is this game worth playing? Because the rake was probably always capped at $5 before, this actually might surprisingly be an improvement. The time charge pretty much forces the rake to be $120/hr at a 10-handed table. At the same rate of hands per hour, say 25, and a rake of $5, that changes to a decent deal for the table as a whole.
There is also a 2/5 game with a 100max buyin.

I would think you would get more hands per hour with such short stacks; anyone going into a long tank over a 10 BB decision should be shot.

This sounds like a good plan. My guess is these games would often get five to seven way pots. You would want to bring at least five rebuys but a good math player should have a huge edge. This edge may even be greater in a game that has been going a while where rebuys have gotten many of the stacks deep (even though you have to start with $100). Obviously you can't start playing implied odds hands; but you don't have to worry about reverse implied odds and can gamble allin with hands that do well multi-way.
Because of collection issues I think this sort of game might work well in LA and the strugglig casinos (e.g., Normandie, Crystal Park) should consider it.
The 10 BB cap does seem a bit much though; I think the $5 BB game with the 20 BB cap might work better. At least there you can make a flop bet when you start [img]/images/graemlins/grin.gif[/img]

Slacker13's post in the Florida thread. If the games stay like that long they should be easy to beat but you won't develop much deep stack skill.
