People like to make plays at low (e.g 4) high boards and paired boards. Alot of the time this flop check raise is just that, a play. He may think you're just making a play at the pot so he made a play back.

His range is huge: if he has pocket 2's or the case 4 with a higher kicker then just reload and get over it.
