This is a pretty solid rule IMO ... saying "i'm offering up to z $ 1:1 on x against y, plz state amount and consider it booked" doesn't seem like a valid offer to me. No one is going to book a bet against any random poster. That would be really different if a certain person offers to a certain other person.
