I'd say that the dictionary definition of "racist" as presented by pergesu is possibly appropriate when describing a person, but not necessarily a thought or action. I feel like the distinction between racist people and racist thoughts is a pretty big one that often gets neglected. I think this is a major part of the problem. I think most people probably have some racist ideas in their head, even if they're not aware of it. Fear of being vilified as a racist probably makes it difficult for them to be honest about it with themselves, which seems like a key step towards progress.
