Default Help me stop razor bumps

A day or so after I shave, I tend to get razor bumps around my adam's apple which itch, look really ugly and persist for a few days. I found a site that discusses 4 shaving tips to reduce the formation of these bumps (tips).\

For those two lazy to go to the site, the tips are:
(1) Shave at the end of the shower or after the hair has been wet at least five minutes.
(2) Shave with downward strokes. (Go with the grain.)
(3) Minimize repeat shaving strokes.
(4) Shave with the skin in a neutral relaxed position.

In the past, I have violated almost all these rules.

Are there any other tips I could use to reduce the bumps? Did anyone out there used to get razor bumps but now don't get them due to a change in shaving technique?
