How can you know he hasn't been out of line, especially since he's pushed at least four times on you including this time? If you have Ax, then you'd lead this flop to protect your hand, so he sees a chance to push you off. This seems like a pretty standard bullying move from a guy who's been active on the bubble. You also can't completely discount a hand like 9c8c.
Even without the possibility that he's bluffing/semi-bluffing, the 12 outs give you adequate pot odds by themselves. Call.
