FWIW - My VISA works on both Stars and FTP. And I can cash out from Stars to my VISA. So if it was me, I'd do the withdrawal from Stars and in the meantime use my VISA to deposit to FTP. Actually withdrawing from Stars would be entirely optional...

Assuming you don't have a VISA or debit card that works with Stars and FTP, you're looking at setting up an Epassporte (or Moneybookers but I think you're in the US, right?) account ASAP.
