My guess is that "leverage betting" refers to the threat that comes from the ability to make further bets on future streets. So, if you flop top pair, and someone makes a half-pot bet at you that puts them all in, there is no leverage; you have an straightforward decision on whether to call. But if they have 10 times the pot still in their stack, then it is more difficult for you to continue, due to the threat of future bets. They get to make a play for the pot with a lot of threat behind it, but without commiting all their stack.
As JacksonTens says, this "leverage" is not just for high-level deep stack NL games, so you should find discussion all over the forums. Do a search on RIO or reverse implied odds. Most people only talk of RIO when you are on a draw, but it applies to when you have a made hand too.
