Depends hugely on flow & reads, etc, but normally if it's been 3 handed for a while I'll be opening and cbetting all sorts of junk, I expect a raise on my cbet to be just pure air a huge % of the time. Also this board is really blank, there are very few hands he can be raising for value here, I'm assume he RR's TT+ preflop. Actually I expect to see 22-88 a lot. Maybe 3 betting is better though.
