the people who wanna get paid? i cant think why a legit user of neteller wouldnt sign the release. i will guess that the majority of customers are low to high stakes players. only the high stakes players have 6 digits in their account which IMO is poor bank roll mgt.

the ppl who dont wanna sign: sportsbettors and CC fraud.

An alternate theory might be: why should I release Neteller when I'm not required to do so nor can I be required to do so? If I were a sports bettor or commited credit card fraud, I might very well place some value on a release of claims against me from Neteller since their potential claims may actually have value; if I've complied with their terms of service and applicable law, I instead might place a value of, oh I don't know, somewhere around $0.00 on a release of claims against me from a company that seized my lawful funds for a period of months - and therefore decide not to trade my general release against them for their general release which is worth $0 to me.
