This sounds right.

I tried to update my address when I moved, but they blocked me from choosing Canada. I still have a legal address in the USA, so that's what I'm registered under, though I spend 95% of my time in Canada.

I've never tried to play Bodog Poker. I used to place a lot of sports bets there and they never gave me any hassle about having an obviously Canadian IP (when I first moved, Neteller, and at least one poker site froze my accounts because the connection from a "foreign" country was a sign of possible fraud.)

Anyway, to reiterate and respond to another post, if you have a legal, non-Canadian address to signup with, you'll probably be able to play Bodog poker from Quebec.
