Ep is probably donking with two pair. Top pair probably would have bet the flop and it is hard to see him pealing with J8 or 78 to make him a draw on this rainbow board. I suppose he could be donking with something like QT or JT and figures he has picked up some outs and will bet here to see where you are at. Even though the pot is small, I think it would be a mistake not to raise here especially if you think the ep has two pair.

You described the BB as Aggressive but has shown none to this point and may just fold the turn anyway.

Charge them while they are drawing since the betting may dry up especially if a queen or a Jack hit the river.

If the button is not loose and assuming you are in the cutoff I would raise to gain position and put more money in the pot to intice the loose players too stay with you when you flop top pair. If the players are showdown bound I may just limp in here.
