I am a gringo and live there a good bit of the time as my wife is Colombian. It is potentially dangerous, but ok if you stay in the right places. The women are known as among the best in all of the world.
Although I do not indulge, the illegal products you discuss are legal for personal use in most of Colombia and cheap, although frowned upon by most of the population. Colombia is a beautiful, proud country with a great culture and very friendly people.
Perhaps, Costa Rica or the Dominican Republic would be more to your liking.
