I believe small ball refers to making moves at small pots without risking a lot of chips. raising pre-flop and then continuation betting for half the pot would be an example.
a big turn check-raise bluff, or a 2-3 barrel bluff would be long ball. you risk a lot more chips trying to pull it off, but you can win a bigger pot.
good conditions for small ball are tight-passive, especially against players who call too many raises pre-flop and then fold to a bet when they miss.
